Le Pakistan a mis en place un mécanisme rigoureux de responsabilisation pour le financement dans le secteur de l’Education.

Paris, le 2 novembre 2017.Muhammad Baligh ur Rehman, Ministre fédéral pakistanais de l’Education et de la formation professionnelle, a déclaré que le Pakistan a mis en place un mécanisme global de responsabilisation et de suivi pour le financement et la budgétisation du secteur de l’éducation.

Le Ministre a prononcé ces mots lors de son intervention à une table ronde ministérielle sur “La responsabilité en ce qui concerne le financement dans l’éducation”, lors de la 39^e  session de la Conférence générale de l’UNESCO, qui a eu lieu hier au siège de l’UNESCO à Paris.

L’Ambassadeur du Pakistan en France et Délégué permanent du Pakistan auprès de l’UNESCO, S.E.M. Moin ul Haque, était également présent lors des débats.

Le Ministre a déclaré que le mécanisme global de responsabilité financière dans le pays comprend le contrôle démocratique, la bonne gouvernance participative, l’activation des comités de gestion des écoles, le respect d’une comptabilité budgétaire rigoureuse et d’un mécanisme de vérification, les règles d’approvisionnement et recrutement fondées sur le mérite.

Le Ministre a ajouté que ces efforts se sont traduits par une augmentation des crédits budgétaires alloués au secteur de l’éducation, une augmentation des inscriptions dans les écoles et une amélioration de l’infrastructure scolaire au cours des trois dernières années.

Le Ministre fédéral a également tenu une réunion bilatérale avec M. Dato’seri Mahdzir Khalid, Ministre de l’Education de la Malaisie, en marge de la 39^e  Conférence générale de l’UNESCO. Les deux parties ont convenu de travailler ensemble pour améliorer davantage les programmes d’échange d’étudiants et de professeurs entre les deux pays.

Muhammad Baligh ur Rehman a également tenu une réunion bilatérale avec son homologue iranien, le Dr Mojtaba Shariaty-Niasar, Ministre adjoint des Sciences, de la Recherche et de la Technologie. Le ministre a déclaré que le Pakistan attache une grande importance à ses relations avec l’Iran, qui sont fondées sur des valeurs culturelles, sociales et historiques communes et partagées, et que les deux pays profitent et continueront à bénéficier de leurs forces mutuelles, en particulier dans le domaine de l’enseignement supérieur qualifié.

Le Ministre fédéral a également rencontré M. Qian Tang, Sous-Directeur général de l’UNESCO (Education) et l’a assuré que le Pakistan était pleinement déterminé à atteindre les objectifs du document ODD-4 2020-30.

Pakistan is Observing Strict Financial Accountability in the Education Sector

Paris 2nd November, 2017. Muhammad Baligh ur Rehman Federal Minister for Education and Professional Training has said that Pakistan has set in place a comprehensive accountability and monitoring mechanism for financing and budgeting of the education sector.

The Minister said this during his intervention at the high level ministerial panel discussion on “Accountability in the Financing of Education” at the on-going 39th session of UNESCO General Conference held at UNESCO headquarter in Paris, yesterday.

Ambassador of Pakistan to France and Permanent Delegate of Pakistan to UNESCO Moin ul Haque was also present during the discussions.

The Minister said that the comprehensive financial accountability mechanism in the country includes the democratic oversight, participatory good governance, activation of school management committees, observing stringent budgetary financial accounting and auditing mechanism, procurement rules and merit based inductions.

The Minister added that these efforts have translated into enhanced budgetary allocation for education sector, increased enrolment in schools and improvement in the schools infrastructure during the last three years.

The Federal Minister also held a bilateral meeting with Hon. Dato’ seri Mahdzir Khalid, Minister of Education, Malaysia on the sidelines of 39th UNESCO General Conference. Both sides agreed to work together to further enhance students and faculty exchange programs between the two countries.

Muhammad Baligh ur Rehman also held bilateral meeting with his Iranian counterpart Dr. Mojtaba Shariaty-Niasar, Deputy Minister of Science, Research and Technology. The Minister said that Pakistan’s greatly values its relationship with Iran which are based upon common shared cultural social and historical values and both the countries are and will continue to benefit from each other’s strengths specially in the skilled based higher education.

Federal Minister also met with Mr. Qian Tang, Assistant Director General UNESCO (Education) and assured him that Pakistan is fully committed to attain the SDG-4 2020-30.

Le Ministre fédérale pakistanais de l’Education et de la formation professionnelle, Muhammad Baligh ur Rehman, a exprimé le ferme engagement  du Pakistan de continuer à travailler avec l’UNECO et la communauté internationale pour la paix et le développement dans le monde.

Le Ministre s’exprimait lors de la présentation d’une déclaration par le pays à la 39^e  Conférence générale de l’UNESCO, qui s’est tenue aujourd’hui au siège de l’UNESCO à Paris.

Le ministre a déclaré que le Pakistan a gagné la guerre contre le terrorisme en démantelant les réseaux terroristes, en coupant leurs sources de financement et en traduisant les coupables en justice. Par conséquent, le retour de la paix dans le pays a permis au gouvernement de mettre l’accent sur l’éducation, qui joue un rôle essentiel dans le développement de la société, a ajouté le Ministre.

Le Ministre a déclaré que le Pakistan a doublé l’allocation budgétaire consacrée à l’éducation, qui a également augmenté en pourcentage du PIB. Cette amélioration de la marge de manœuvre budgétaire a contribué à l’augmentation du taux brut de scolarisation dans les écoles primaires, à des taux de transition élevés, à la fourniture d’équipements manquants et à des programmes efficaces de formation des enseignants, ce qui a permis d’améliorer globalement la qualité de l’éducation.

L’attention particulière accordée à l’éducation des filles a également permis de réduire les disparités entre les sexes. A cet égard, le Ministre a mentionné le Fonds Malala de l’UNESCO que le Pakistan a contribué à créer en faisant un don de $10 millions à l’UNESCO pour l’éducation des filles. Il a invité les autres Etats membres à contribuer à ce fonds dédié à la cause de l’éducation des filles dans le monde.

Pak Embassy in Paris Marked the Iqbal Day

Paris 7^th November 2017.  The Embassy of Pakistan to France organized a special evening to mark the birth anniversary of Allama Iqbal. Renowned Pakistani poet and writer Mr. Amjad Islam Amjad presided over the evening, while famous poet Mr. Khalid Masood also attended the event as a special guest.

The function which was held in the Embassy’s premise in Paris yesterday was attended by poets, writers and notables of the Pakistani community and media persons in large number.

The Ambassador of Pakistan to France Moin ul Haque speaking on the occasion paid tribute to Allama Iqbal for his vision for a separate homeland for the Muslims of the subcontinent, which become a reality with the creation of Pakistan.

He said that while celebrating the birth anniversary of this great poet and philosopher, it is important to study deeper about his philosophy of life, about individual responsibility and communal harmony.

While sharing his thought with the community, Mr. Amjad Islam Amjad said that commemoration of Iqbal’s birth anniversary was indeed a good occasion to recall his message of peace, self-reflection and self-renewal. He exhorted the youth of the country to read works of Iqbal to understand his message in order to contribute towards nation building as a responsible citizen.

Earlier, Mr. Ayaz Mehmood General Secretary of Bazm-Ahle Sukhn introduced Mr. Amjad Islam Amjad and Mr. Khalid Masood and thanked them for commemorating the Iqbal Day with the Pakistani community of France.

Pakistani poets residing in France also recited their poems relevant to the occasion.

Pakistan China agreed to enhance ties in the education sector

Paris 30^th October, 2017. Muhammad Baligh ur Rehman the Federal Minister for National Education and Mr. CHEN Basheng, Minister of Education, China has agreed in principle to increase collaboration between their two Ministers to further strengthen existing ties in the field of education.

Both ministers who met on the sidelines of the 39^th Session of UNESCO General Conference in Paris today also highlighted the importance of students and faculties exchanges to further consolidate the economic, social and cultural ties between the two countries.

The meeting was also attended by the Ambassador of Pakistan and Permanent Delegate of Pakistan to UNESCO Mr. Moin ul Haque and Chinese Ambassador to France Mr. Yang Shen and other members of the two delegations.

Pakistan Minister for National Education sought Chinese collaboration and cooperation for focused educational and training programme to impart  specific and need based training to the Pakistani students with a view to cater to the emerging requirements for trained  human resource for China Pakistan Economic Corridor (CPEC) project in Pakistan.

Mr. Baligh ur Rehman appreciated opening of five Confucius centers by the Chinese government in Pakistan to cater to the growing interest amongst the youth of Pakistan to learn Chinese language. He also sought Chinese government’s support for attractive special packages for the Pakistani students who are increasingly seeking admissions in the public and private Chinese universities.

Both sides expressed satisfaction over the existing level of cooperation between China and Pakistan in multilateral institutions like UNESCO for jointly contributing to the global agenda for peace and development.

Earlier, the Federal Minister of Education attended the opening session of the 39^th Session of UNESCO General Conference.

The Federal Minister of Education who arrived here yesterday is leading the Pakistani delegation in the ongoing 39^th Session of UNESCO General Conference. During his stay he will deliver the country statement in the conference and will hold a number of bilateral meetings with his counterparts from Denmark, Malaysia, Norway and Turkey. He will also hold meetings with the outgoing and incoming Director Generals of UNESCO.

1. Muhammad Baligh ur Rehman, Ministre fédéral pakistanais de l’Education nationale et M. Chen Basheng, Ministre chinois de l’Education, ont signé un accord de principe pour accroître la collaboration entre leurs deux ministères et renforcer les liens existants dans le domaine de l’éducation.
   Les deux ministres, qui se sont rencontrés en marge de la 39^e session de la Conférence générale de l’UNESCO à Paris, ont également souligné l’importance des échanges d’étudiants et de facultés pour consolider davantage les liens économiques, sociaux et culturels entre les deux pays.
   L’ambassadeur du Pakistan et délégué permanent du Pakistan auprès de l’UNESCO, S.E. M. Moin ul Haque, et l’ambassadeur de Chine en France, S.E. M. Yang Shen, et d’autres membres des deux délégations ont également assisté à la réunion.
   Le ministre pakistanais de l’Education nationale a sollicité la collaboration et la coopération chinoises pour élaborer un programme d’éducation et de formation ciblé pour des étudiants pakistanais, qui serait axé sur les besoins spécifiques du moment, pour répondre à la demande croissante de ressources humaines formées pour le projet de corridor économique Chine-Pakistan (CPEC). M. Baligh ur Rehman a exprimé son appréciation pour l’ouverture de cinq centres Confucius par le gouvernement chinois au Pakistan pour répondre à l’intérêt grandissant de la jeunesse pakistanaise pour l’apprentissage du chinois. Il a également sollicité le soutien du gouvernement chinois pour mettre en place des offres spéciales attrayantes destinées aux étudiants pakistanais qui sont de plus en plus nombreux à vouloir étudier dans des universités chinoises publiques et privées.
   Les deux parties se sont félicitées du niveau de coopération existant entre la Chine et le Pakistan au sein d’institutions multilatérales telles que l’UNESCO pour contribuer conjointement à l’ordre du jour mondial pour la paix et le développement.
   Précédemment, le ministre fédéral de l’Éducation a assisté à la séance d’ouverture de la 39^e session de la Conférence générale de l’UNESCO.
   Le ministre fédéral pakistanais de l’éducation, qui est arrivé hier, mène la délégation pakistanaise à la 39^e  session de la Conférence générale de l’UNESCO. Pendant son séjour, il prononcera la déclaration du pays à la conférence et tiendra un certain nombre de réunions bilatérales avec ses homologues du Danemark, de la Malaisie, de la Norvège et de la Turquie. Il tiendra également des réunions avec l’ancienne et la nouvelle directrices générales de l’UNESCO.

Public Diplomacy Initiative “Celebrating Pakistan” launched in France is producing results

Paris 27^th October 2017. A number of promotional and cultural events organized in various cities of France under the Embassy’s Public Diplomacy initiative “Celebrating Pakistan” launched last year has greatly helped to further improve the soft image of Pakistan in France.

This was stated by the Ambassador of Pakistan to France Moin ul Haque at a special ceremony held yesterday in the Embassy of Pakistan to acknowledge and appreciate the efforts and contributions of the members of Pakistani community to make the first ever grand Pakistan Festival held near Paris last month a resounding success.

The Ambassador praised and thanked all the organizers, volunteers and sponsors for their hard work and support. He noted that this exemplary unity and solidarity demonstrated by the members of the community for a common cause has strengthened the image of the community in France.

In his remarks, the Ambassador said that under the Embassy’s Public Diplomacy initiative titled ‘Celebrating Pakistan’ a number of events were held in various cities of France which included Qawali concerts, mango festival and a fashion show in Paris, setting up of cultural pavilion in the French city of Lyon, Pakistan Festival held in the French city of Avon, and Pakistani pavilion at the International Gastronomy Festival in Paris.

He said that Pakistan’s rich history and cultural heritage, arts & crafts, cuisine and music showcased during the Pakistan Festival and other events created a positive impact about Pakistan and its people in France.

Ambassador hoped that the Pakistani community will continue to join the Embassy in its efforts to promote Pakistan with same spirit and zeal in future as well.

Later, the Ambassador distributed certificates of merit to the organizers, sponsors, volunteers and media persons.

Une exposition par un duo d’artistes, le peintre célèbre pakistanais M. Akram Dost, , a eu lieu à Paris du 19 au 24 octobre.

L’Ambassadeur du Pakistan en France, S.E. M. Moin ul Haque, s’est rendu à l’exposition. Tout en félicitant les deux artistes pour l’originalité de leur travail  il a loué leur initiative d’explorer des points communs des valeurs culturelles et artistiques du Pakistan et de la France.

En parlant aux deux artistes, l’Ambassadeur a dit qu’en exposant leurs œuvres ensemble les artistes du Pakistan et de la France contribueraient à forger des liens d’amitié et de respect entre les peuples pakistanais et français, et à créer une plus grande coopération et une meilleure compréhension entre les communautés artistiques des deux pays.

Le célèbre peintre pakistanais M. Akram Dost, originaire du Baloutchistan, a dans le passé exposé avec succès ses œuvres à Paris aux côtés de l’artiste peintre français M. Bertrand Bellon.

A Painting Exhibition by a Pakistani Artist held in Paris 

Paris 25^th October 2017. A joint painting exhibition by Mr. Akram Dost a renowned painter and artist of Pakistan and  Mr. Bertrand Bellon of France was held in Paris from 19-24 of this month.

The Ambassador of Pakistan to France Moin ul Haque visited the joint exhibition and praised the two artists for their original work. He appreciated them for jointly exploring the commonalities of cultural and artistic values of Pakistan and France.

While taking to the artists, the Ambassador said that the joint exhibition of artists of Pakistan and France would contribute to the friendship and respect between the people of Pakistan and France and would foster more cooperation and better understanding amongst artists fraternity of the two countries.

Mr. Akram Dost who is a renowned painter of Pakistan hailing from Balochistan has successfully been exhibiting his art work in Paris along with Mr. Bertrand Bellon of France in the past as well.

Pak Commerce Minister invites French Entrepreneurs and businessmen to invest in Pakistan

Paris 16^th October 2017.  Mohammad Pervaiz Malik Minister of Commerce and Textile has invited French entrepreneurs, and investors to benefit from Pakistan’s business friendly policies and invest in Pakistan in the fields of energy, infrastructure development, food processing, automobiles, tourism and information technology.

The Federal Minister is visiting Paris as part of his European tour to discuss bilateral economic & commercial relations and as well as seek support for GSP Plus Review.

During his stay in Paris, he held separate meetings with Mr. Jean Baptiste Lemoyne Secretary of State, Ministry for Europe and Foreign Affairs of France, Mr. Phillipe Gautier, President MEDEF International, Mr. Thiery Pflmlin President Pakistan France-Business Council and Mr. Didier Kling, President Paris Chamber of Commerce. He also visited French National Assembly and met with members of Pakistan-French Friendship group.

The Minister noted that the existing volume of bilateral trade of US$1.4 billion was not commensurate with the true potential of the two economies and called for more exchanges and business linkages to increase the trade volume.

During the meetings, upgradation of the Administrative, Economic and Trade Committee from Secretary to Ministerial level was also discussed to make it an effective and productive forum. The Minister also proposed revival of Air France flights to Pakistan to enhance connectivity and facilitate business travel.

The Minister also appreciated the French support in the EU for trade related concessions, especially for GSP Plus and hoped that France would continue to support Pakistan during the GSP Plus review process.

A Special Fashion show held in Paris to showcase seven decades of Pakistan’s Fashion  

Paris October 4, 2017.  A special fashion show by the world renowned Pakistani fashion designer Ms. Nilofer Shahid was organized by the Embassy of Pakistan to France in Paris to showcase seven decades of Pakistan’s fashion. The event was a part of 70 years of Pakistan’s Independence celebrations.

The Fashion show held in the Embassy of Pakistan was attended by senior representatives of French fashion industry, high end department stores, fashion schools and institutes, local actors and celebrities from the TV and film industry and the French and Pakistani Media in large number.

The Ambassador of Pakistan to France Moin ul Haque in his welcoming remarks said that Pakistan is a progressive, fast developing and a forward looking country. He said that Pakistan’s fashion designers have received international acclaim and recognition for their talent and creative work. The Ambassador expressed the hope that the event would help in introducing Pakistani fashion designers and their work to the French fashion industry and creating useful linkages for further cooperation in this field.

The first segment of the show was specifically focused on seven decades of fashion trends in Pakistan through a beautiful display of past and contemporary styles.

The second segment of the show was Nilofer Shahid’s tribute to world’s famous Dutch painter Rembrandt. Her creative dresses depicting Rembrandts life and artistic career was highly praised by all guests.

The Fashion show was also a part of the public diplomacy initiative launched by the Embassy for promotion of soft image of Pakistan.

Ms. Nilofer Shahid called “the runway Empress of Pakistan: is one of the greatest fashion designer of Pakistan. She is a recipient of many international awards including “Grade de Chevalier” bestowed on her by the Government of France in recognition of her contributions towards arts and culture.

L’UNESCO a franchi de nombreuses étapes importantes dans les domaines de l’éducation, de la culture, de la science et de la communication, malgré de nombreux défis.

L’Ambassadeur du Pakistan en France et le Délégué permanent du Pakistan auprès de l’UNESCO, S.E.M. Moin ul Haque a prononcé ces mots lors de sa déclaration hier à la 202^e  session du Conseil exécutif de l’UNESCO à Paris.

L’Ambassadeur Moin ul Haque a déclaré que l’UNESCO avait fourni à la communauté mondiale une plateforme idéale de dialogue, de discours intellectuel et de plaidoyer en faveur d’un pouvoir doux, pour combler les écarts entre les nations et œuvrer collectivement à la paix et à la prospérité. Il a assuré que le Pakistan continuerait de collaborer avec la communauté internationale pour œuvrer en faveur d’un monde équitable, juste, tolérant, ouvert et socialement inclusif afin de l’améliorer pour les générations futures.

L’Ambassadeur a remercié la Directrice générale sortante, Mme. Irina Bokova, pour les services qu’elle a rendus à l’UNESCO et pour sa gestion efficace et compétente de l’organisation. L’élection du nouveau directeur général a également lieu au cours de cette session. L’Ambassadeur Moin ul Haque a dit qu’il espérait que le nouveau Directeur général poursuivrait, avec le plein appui des Etats membres de l’UNESCO, le bon travail de ses prédécesseurs et lancerait des réformes courageuses pour rendre l’UNESCO plus efficace et plus productive.

UNESCO has achieved many milestones in the fields of education, culture, science and communication

Paris 11^th October 2017:          UNESCO has achieved many milestones in the fields of education, culture, science and communication despite facing many challenges.

This was stated by the Ambassador of Pakistan to France and Pakistan’s Permanent Delegate to UNESCO Moin ul Haque in his country statement at the 202^nd session of UNESCO Executive Board held in Paris yesterday.

Ambassador Moin ul Haqwue said that UNESCO has provided the world community an ideal platform dialogue, intellectual discourse and advocacy of soft power to bridge distances between nations and to collectively work for peace and prosperity. He assured that Pakistan would continue to work together with the global community in striving for an equitable, just, tolerant, open and socially inclusive world to make it a better place for our future generations.

The Ambassador appreciated services of the outgoing DG, UNESCO Ms. Irina Bokova for her effective and able stewardship of the organization. Election of new Director General is also taking place during this session. Moin ul Haque hoped that the new Director General would with the full support of the UNESCO member states would carry on the good work of his or her predecessors and will initiate bold reforms to make UNESCO more effective and productive.
